Compare IGNOU and NSOU: Fees, Courses, Recognition and Exams

Updated 27 October 2026 Comparisons 22 min read

The choice between IGNOU, a central open university, and NSOU, a West Bengal state open university, depends on programme fees and regional focus. IGNOU’s Bachelor of Arts (Multidisciplinary) costs Rs. 15,000, while NSOU’s B.A. (Hons) in Bengali is Rs. 17,200. IGNOU suits students seeking a wider range of programmes and national recognition, whereas NSOU is ideal for those in West Bengal preferring regional language options and a state university framework.

IGNOU vs NSOU: what each one is and how they differ

IGNOU is a national open university, while NSOU is a state open university. IGNOU was established by the IGNOU Act, 1985, an Act of Parliament, in 1985. NSOU was established by the West Bengal Act (XIX) of 1997, a state act passed on 20 August 1997.

IGNOU’s headquarters are in Maidan Garhi, New Delhi. NSOU’s headquarters are in Salt Lake City, Kolkata. NSOU is the only State Open University in West Bengal offering undergraduate degree programmes through ODL. It has three Regional Centres: Kalyani, Durgapur, and Jalpaiguri.

IGNOU began functioning in 1987 with two programmes, the Diploma in Management and the Diploma in Distance Education, enrolling 4,528 students. NSOU started functioning from the July 1998 semester with the Bachelor’s Degree Programme in Arts and Commerce. NSOU is the tenth open university in India and the ninth State Open University. It states that nearly 4.75 lakh learners are enrolled, according to the Vice-Chancellor in the 2026-27 UG prospectus.

IGNOU offers programmes through both Open and Distance Learning (ODL) and Online modes. This comparison focuses on its ODL programmes. NSOU, however, offers programmes only through the Open and Distance Learning (ODL) mode, with no online-mode programmes listed on the UGC-DEB list. IGNOU allows changes to electives or courses within 30 days of receiving the first set of course material, upon payment of a fee.
